Possible good news, there was a New Mexico 811 locate permit submitted on June 8th (ticket 23JN080379). They are surveying all utilities at the gas station. It finally looks like some progress to possible construction.
 
I drove around this site on Sunday 8/13 when I was coming back from my Great Plains road trip. No further signs of progress or electrical work. It was raining quite steady so I didn't take any photos, but my drone pics from back in March still are accurate:
