There is a new indication in AFDC that these chargers are for "customer use only". At car dealerships, I would generally consider those "closed" as they are essentially private, but I'm not going to do so in this case, since the barrier to being a customer at a casino is far lower than being a customer at a car dealership. Let me know if you agree with this.
