From RFP for Phase 4 Round 2, Tier 4 minimum is only 2 CCS, 19kW each:

4. For Tier 4 sites – Two charging ports where:
i. Each port must be able to serve EVs using the CCS standard; and,
ii. Each port must have the capacity to deliver at least 19kW.
