From RFP for Phase 4 Round 2, Tier 2 minimum is only 2 CCS, 150kW+ shared, 1 CHAdeMO 50kW+:

3. For the Tier 3 site – Two DCFC ports where:
i. Each port must be able to serve EVs using the CCS standard; and,
ii. Each port must have the capacity to deliver at least 50kW
