Why do V4 Superchargers have dispensers that support up to 1000V, but power cabinets that only support up to 500V?

The recent "V4" seem just like a dispenser upgrade instead of a charger upgrade.

I am guessing that Tesla rushes it out to get NEVI funding.

NEVI guidelines require a display to show the prices and a credit card reader.
 
reminds me of the slower V2 superchargers some refer to as V1.5, maybe these should be known as V3.5.
 
My guess is that the V4 pedestals provide the benefit of magic docks + longer cables for non-Tesla charge port locations, and that's about it for now. True V4 cabinets are probably still under developing/undergoing qualification.

So whether they are "rushing" it out to get NEVI funding, or simply getting V4 pedestals out there for an expected rush of non-Tesla vehicles that will soon be using them, is speculation. Maybe a bit of both.
