I dug up this information in the Memphis planning and zoning system:

Electrify America TN240075

Electrify America, LLC proposes to install 6 electric vehicle charging posts, associated cabinets, (1) 20' light pole in the parking lot located at the Target Store at 5959 Poplar Ave., Memphis, TN. Equipment list: (1) Switchboard Assembly (3) 360 kW Signet Power Unit (6) 350 kW Signet Gen IV EV dispensers (1) 20' light pole PLEASE NOTE: MLGW, the local utility company has assigned address: 6001 US Hwy 72 (Poplar Ave), Memphis, TN 38119 to this EV charger site.

The application was submitted back in November 2022 and was inactivated for a while, but there seems to be more recent activity.
