I have to say that the majority of these do not seem well planned out, particularly the ones at budget hotels with tiny parking lots. I'm not sure the planners (or even the hosts that submitted the grant requests) really understand the fast charging use model.

Absolutely.

Fast charging stations should be at malls or restaurants where people only stay for a short while, not at hotels.
